The Conference is expected to be attended by representatives of Russian Ministry for Protection of the Environment and Natural Resources, international and national UNIDO experts, heads of the largest Russian companies engaged in air conditioning and industrial refrigeration.
March 14, 2011 as part of the largest in Russia and the cold climate of the exhibition "Climate World 2012" will host a conference of the United Nations Industrial Development Organization (UNIDO), the Global Environment Facility (GEF) and the Ministry of Russia, the organization dedicated to regulating traffic of ozone-depleting substances in the Russian Federation.
Substances that deplete the ozone layer (ozone-depleting substances or ODS) are still fairly common in air conditioners, household refrigerators, commercial and industrial refrigeration and in foams. Russian and foreign (mostly Asian) manufacturers of low-price segment of equipment containing ODS, continues to be delivered to the Russian market.
In accordance with the Montreal Protocol on Substances that Deplete the Ozone Layer (1987), whose members are all members of the UN countries, ODS phased prohibited for use and removed from circulation. In many countries, ODS, as hydrochlorofluorocarbons (HCFCs), are already prohibited, and by 2015 Russia should reduce their consumption by 90% from baseline.
In the near future is expected to introduce measures prohibitive import and manufacture of equipment containing ODS, followed by a tightening of all types of traffic control ODS containing their equipment. It also provided for a ban on the placement of this equipment in a waste storage areas, without exception, ODS for subsequent reuse or environmentally safe disposal.
Discussion and participation in addressing these issues is devoted to the Conference of UNIDO / GEF-Ministry of Russia, "Traffic Control System ozone-depleting substances in the Russian Federation." This conference is aimed at achieving practical results (the results of the previous conference in 2011 were used in the preparation of proposals to the Government meeting, which took place on June 22, 2011).
