The Federal law gives the right to the managing organization of the united national (All-Russia) electric system preemptive right to purchase the electric system facilities and the sets procedure for exercising this right.
Federal law amended the list of powers of the Government of the Russian Federation and refined tariff regulation routine. In particular, it concerns the tariff regulation routine in non-price areas of the wholesale market, including those for export or import purposes.
The federal law changed the rules for official information sources concerning market prices, adjusted sanctions to be applied to the wholesale market players, the functions of the market board, as well as membership and competence of its supervisory board.
