According to the prosecutor decision the Regional Energy Commission (REC) instituted administrative proceedings against 17 officials and 14 legal entities. The amount of fines imposed was 1.2 million roubles. Supervisory authority and the Regional Energy Commission examined how companies were performing housing legislation in the field of energy conservation and energy efficiency. Organizations with the participation of the state or municipality, as well as those who were carrying out the activities subjected to state rate regulation, are to develop energy efficiency programs according to the law. But the inspection revealed that not everybody fulfill this requirement.
