The efficiency of a heating system can be judged by the following: once you have determined the percentage of primary energy converted into heat (this is done through an exhaust gas measurement), then determine the amount of heat energy that goes 'through the chimney.' This is the so-called gas flow loss. For example 100% minus the exhaust loss results (e.g. 5.1%) you will get the efficiency of a heating system (e.g. 94.9%).
